
Planning Process
During the week of November 13, 2006, Gray Land and Development Company, LLC hosted a Tree Hill “charrette”—a series of meetings that brought together a variety of interested parties to explore ideas, share expectations and shape standards for the development of the new community. County staff and elected officials, neighbors, local citizens and organizations, environmental consultants, housing and economic researchers, builders, realtors, architects, lawyers, engineers and others attended.
The Tree Hill charrette was the first for Henrico County and was invaluable on the preparation of the Master Plan. The charrette was conducted by Liz Plater-Zyberk of Duany Plater-Zyberk & Company (DPZ), the community’s planning and consulting firm. Several themes emerged in the charrette process, yielding four guiding principles for creation of the Master Plan: First, respect Tree Hill’s neighbors, history, topography and the county’s long-term plan for Varina District’s future. Second, create a sense of place for Tree Hill’s residents and for visitors from across Varina and the region at large. Third, enhance the natural beauty of the site’s river edge and provide views of the James River for both residents and visitors. Last, celebrate and preserve the rich history that the site contains.
