
The Vision
In pending updates of its Vision 2026 Comprehensive Plan, Henrico County focuses great attention on its oldest place, Varina. With roots going back to 1611, the area was the site of John Rolfe’s Varina Farms plantation and thus the early center of Virginia’s tobacco industry. In the 19th century, dairy farms and other forms of agriculture came to the forefront and continue today.
Vision 2026 seeks to accommodate the needs of an expanding county population with land-use principles that dovetail with historic uses and living patterns prevalent in much of the area. Defining the James River as a major civic asset for the entire community, the plan calls for new development in the area along the river just south of the City of Richmond to be mixed-use in nature with corridor concentrations of residential, commercial and public uses. Set-asides of significant open spaces along the James River figure prominently in the recommendations.
Gray Land’s proposals for Tree Hill embrace the Vision 2026 goals with a traditional neighborhood design organized around the principles of New Urbanism. The nation’s most acknowledged proponent of New Urban practice, the architectural and town-planning firm of Duany Plater-Zyberk and Company (DPZ), prepared the Master Plan for Tree Hill in full concordance with the Vision 2026 plan.
